A Trip planner's Guide to Flying into Norway: Permits, PPR and Ground Handling
Here’s the thing: There’s nothing stopping you from planning a flight to Norway or other countries in the Nordics yourself. From ground services, to catering and transportation, it’s possible to find and coordinate these so that they align with the client’s needs. But we will (off course) argue that you should use Access Oslo as your single point of contact for trip support i Norway to ensure every detail is managed professionally. In this article are some of the reasons why.
Norway's General Aviation Landscape and Key Airports
Flying into Norway and Scandinavia in general can be a challenge. The small airports in the region are mostly operated by commercial operators like Widerøe and Aviator, and are staffed according to scheduled traffic. They are often unprepared for private jets and their specific needs. And so landing or departing both within and outside the smaller airports opening hours can seem like a whole mission on it’s own. Not to mention the possible language barriers, cultural differences and topographic conditions!
Operating hours vary widely, especially in Northern Norway. Airports may open briefly in the morning, close for several hours, reopen in the afternoon, and then close again until evening. For international operators, reaching the right person can be a major challenge.
Understanding PPR Requirements at Norwegian Airports
Most Norwegian military airfields and many smaller civilian airports require Prior Permission Required (PPR) before you can land. In practice, that means getting your request in at least 48 to 72 hours ahead — and if you’re operating into a sensitive location, plan for even longer lead times. At Access Oslo, we manage PPR requests on your behalf for all airports in the Nordics that require this, including for our FBO locations, ensuring clearances are confirmed before you depart.
Overflight Permits and Diplomatic Clearances: How They Work in Norway
Norway follows standard ICAO procedures for overflight permits, but if you’re operating a state or military aircraft you’ll also need diplomatic clearance through the Norwegian Ministry of Foreign Affairs. Lead times vary depending on aircraft type and mission, so the earlier you start the better. Access Oslo handles the paperwork and connects with the right people so your team can stay focused on the mission itself. The trip support for Norway extends beyond the borders to the other countries in the Nordic region too.
Tips for Handling VIP and VVIP Passengers Through Norwegian Customs and Security
Norwegian customs and security procedures are efficient, but VVIP movements require advance coordination to ensure seamless arrivals and departures. Notify border control of high-profile passengers ahead of arrival where possible, and confirm whether diplomatic passport holders require any special processing.
Access Oslo connect with airport authorities on your behalf, arranging private arrival routes, discrete security screening, and dedicated handling staff to minimize exposure and delays at all the locations. Our mission is to provide the best trip support for Norway and the Nordics.
From our Nordic Operations Control Centre (N-OCC) at Oslo Airport, our dedicated team carefully plans, monitors, and supports every flight, making sure your journey runs smoothly from start to finish.

The FBOs That Make a Difference
Our CEO, having flown VIP passengers throughout the Nordics, recognized that the standard of handling services often fell short of customer expectations. Identifying this gap in the market led to the founding of Access Oslo in 2015.
The first FBO was established at Oslo Gardermoen (ENGM) and shorty after we opened a FBO at the Sandefjord Torp Airport (ENTO). This year, 2026, we partnered with an operator at Bergen Flesland (ENBR) and we will in the years to come establish exclusive and private FBOs in more airports throughout the Nordics.
Fuel, Catering and Crew Accommodation at Each FBO
The team at Access Oslos FBOs will provide a kind and attentive service throughout your visit. Our FBO at ENGM welcome you with a Nordic feeling, a snack bar, and a private crew lounge.
